The India Meteorological Department (IMD) on July 9, 2023, predicted extremely heavy rainfall in Himachal Pradesh, Uttarakhand, and adjoining areas of Punjab and Haryana. There is a high risk of heavy to very heavy rainfall across Himachal and Uttarakhand, according to the IMD's orange and red alerts. A yellow alert has also been issued by the meteorological department for Delhi, Rajasthan, and Uttar Pradesh.
The highest level of weather warning, the red alert, warns of coming severe weather. A red signal means that exceptionally poor weather conditions will undoubtedly interrupt power and transportation. Residents are asked to take action right away to protect themselves during a red warning since there is a high chance of harm to both life and property.

Due to the persistent rain that has been bombarding Himachal Pradesh and most of North India, travellers are being advised to take care. Some sections of the road that connects Kullu and Manali are said to have collapsed and fallen into the River Beas. Landslides are also quite likely to occur between Mandi and Kullu. For the time being, all movement toward the Rohtang and Atal tunnels has also been stopped.
The situation has reportedly become worse on the Spiti Valley segment as well as the Manali-Leh highway, which is currently blocked. Due to the high possibility of a landslide, the Shimla-Kalka train has also been temporarily cancelled. Travellers are warned not to make any journeys to the area.

Travel Advisory By Uttarakhand State Forecast
With the heavy rainfall the Mandi-Manali national highway is blocked between Mandi and Pandoh.
As per the rainfall forecast notice issued by Uttarakhand State Forecast, it said that the coming five days (July11-14, 2023) will have heavy rainfalls and thunderstorms accompanied by lightning.

On July 9, 2023, the heavy rainfall inHimachal Pradeshcaused at least 14 landslides and several flash floods. In Himachal Pradesh, the powerful Beas River flow also destroyed several bridges in addition to causing major buildings and vehicle damage. Many people have died as a result of landslides and flooding incidents, and NDRF members are presently undertaking search and rescue operations to help the trapped.

Punjab Police Intensifies Rescue Operations

States other than Himachal Pradesh and Uttarakhand too have been working on action plans to ensure the safety of citizens. In view of the continuous rains, Punjab Police along with NDRF (National Disaster Response Force) and SDRF (State Disaster Response Force) increased their rescue operations at flood hit areas.
Delhi Government Issues Flood Warning Amid Heavy Rains
India Meteorological Department (IMD) has issued a yellow alert for Delhi and it is also expected to see moderate rain, warning that the rainfall might flood low-lying regions and hamper traffic movement on important highways. As rains fell over northwest India, including the nation's capital, Yamuna's water level has been increasing steadily as Haryana discharged additional water into the river from the Hathnikund dam.

Delhi has recorded heavy rainfall in the last two days which led to waterlogging in most areas. Schools were shut today after CM Kejriwal's announcement in view of the unprecedented rainfall. In the press meet today, CM Kejriwal confirmed that he is in touch with the Central Water Commission and closely analysing the flood situation. He said, “The weather prediction for the next few days suggests that the Yamuna level will not rise much and flood situation is not likely to arise. But if it does, we are ready.” He further shared that Delhi government has rehabilitation plans if people need to be evacuated.

Advisory Issued By IMD
Also, the IMD has issued a warning for isolated areas of extremely heavy to severe rainfall over Uttar Pradesh from July 10-13, 2023. According to the meteorological department, the western Himalayan areas, Punjab, Haryana, Chandigarh, Delhi, Rajasthan, andUttar Pradeshwill likely have moderate to heavy rainfall in the coming days.
