The Halwa Ceremony typically held 9-10 days before the budget presentation, witnesses the Finance Minister and key finance ministry officials gather in the North Block, New Delhi. The Halwa is prepared in a big kadhai. Once cooked, the Minister distributes the halwa to all participants, marking the commencement of the budget printing process. Halwa, a traditional sweet dish, is prepared and served to the entire staff involved in the budget-making process during this ceremony.

The Finance Minister leads the ceremony, stirring a big khadai filled with Halwa in the basement of the Finance Ministry. This event takes place at North Block in the finance ministry (Central Delhi) and is attended by the Finance Minister and all those involved in the budgetary process.
