Slit the peppers and de-seed them.
Mix potato, cheese, chives, salt, pepper in a bowl.
Stuff the cheese filling in the peppers.
Make fluffy batter by whisking gram flour, rice flour, ginger, turmeric, chilli powder, salt and water.
Dip stuffed peppers in the batter and fry in hot canola oil for 5-7 mins till golden brown.
Coarsely blend basil leaves, garlic,walnuts, peppercorn in a mortar pestle.
Add salt, chilli flakes and canola oil.
Serve fresh pesto with hot jalapeno popper.
