As India prepares for the highly anticipated Budget 2025, the focus on women and children’s welfare is expected to take centre stage. With the global financial landscape evolving rapidly, the Indian government is likely to introduce targeted policies and schemes to address the challenges faced by these vulnerable groups. Experts suggest that the budget will emphasise empowerment, education, and safety, aiming to create a more equitable and prosperous future.
Here’s a look at four key schemes and policies expected to be announced in Budget 2025 for the welfare of women and children.
Mission Shakti for Women’s Safety and Empowerment
One of the flagship schemes, Mission Shakti, is expected to receive a significant increase in budgetary allocation. This programme, aimed at enhancing women’s safety and empowerment, is likely to expand its reach and improve service delivery.
Prof (Dr) Anviti Gupta, Dean of Sharda School of Humanities & Social Sciences, highlights, “The government’s focus on strengthening Mission Shakti will ensure better implementation of women-centric policies. This includes improving access to resources, enhancing safety measures, and creating opportunities for economic independence.”
The increased funding could also support initiatives like self-defence training, awareness campaigns, and the establishment of more women’s helplines and shelters.
Anganwadi Services for Child Nutrition and Care
The Anganwadi programme, which focuses on early childhood care and nutrition, is another area expected to see a boost in funding. With malnutrition and stunted growth remaining critical issues, the government is likely to prioritise expanding the reach of Anganwadi centres and improving the quality of services provided.
“A well-nourished child is the foundation of a healthy society,” says Dr Gupta. “By strengthening the Anganwadi programme, the government can address gaps in nutrition and early education, ensuring a brighter future for India’s children.”

Skill Development Programmes for Women’s Economic Independence
To promote economic independence among women, the budget may introduce new skill development programmes. These initiatives will aim to equip women with job-ready skills, enabling them to participate more actively in the workforce.
Sushanto Mitra, CEO of Lead Angels, emphasises the importance of such programmes: “Empowering women through skill development and entrepreneurship is crucial for inclusive growth. Supporting women-led startups and providing access to venture capital can drive innovation and job creation.”
The budget could also include incentives for companies that hire and train women, as well as funding for women-centric accelerators and incubators.
Enhanced Child Protection Mechanisms
Child protection is another critical area likely to be addressed in Budget 2025. The government may announce new initiatives to strengthen existing mechanisms, focusing on preventing issues like child marriage,child labour, and abuse.
“Strengthening child protection laws and increasing support for helplines and shelters are essential steps,” says Dr Gupta. “Awareness campaigns to educate communities about child rights will also play a vital role in safeguarding children.”
The budget could allocate funds for stricter enforcement of laws, training for law enforcement agencies, and community-based programmes to protect vulnerable children.
Budget 2025 is expected to reflect a holistic approach to women and child development, encompassing education, health, safety, and economic empowerment. By addressing these key areas, the government aims to lay a stronger foundation for a prosperous and equitable future.
