After Sanitary Pads, You Will Ask For Condoms: Says Woman IAS Officer To School Girl

A woman IAS officer was caught on video rebuking a young girl for demanding cheaper sanitary pads in Bihar.

A school girl in Bihar had a simple demand to the state government for providing sanitary pads at a minimal price. “Can the government give sanitary pads at ₹20-30?” the girl was captured asking on video. To which, IAS officer Harjot Kaur Bhamra snapped and rebuked the girl. Then Bhamra ended up equating sanitary products, a basic necessity, to condoms and other luxury items, which most people indulge in by choice.

“Tomorrow you'll say the government can give jeans too. And why not some beautiful shoes after that? You will eventually expect the government to give you family planning methods, condoms, too” Bhamra was caught snarkily responding.

The student told Bhamra that it is the public’s vote that makes the government, to which Bhamra answered furiously, “This is heights of stupidity. Don't vote, then. Become Pakistan. Do you vote for money and services?”

IAS officer Bhamra, belonging to the 1992 batch of the IAS is the Principal Secretary, Women and Child Welfare Department, and also heads the Bihar Women and Child Development Corporation, which organised the Tuesday function in partnership with Unicef and other organisations. The workshop on ‘Sashakt Beti, Samriddh Bihar' (Empowered Daughters, Prosperous Bihar) was held yesterday, September 28, 2022, in Patna. The project tagline read: ‘Towards enhancing the value of girls'.

During this event, the government school student asked, “When the government is providing us school uniform, scholarship and so many things, why can’t it provide Whisper [a brand of sanitary pads] for ₹20-30?”

Bhamrah replied, “There is need to change the mindset. Why (should) the government provide you everything free?”

During the same event, another student told Bhamra about a broken toilet door at her school, which could be barged into by boys. The officer asked her, “Tell me, do you have separate toilets at your home for males and females? If you keep asking for lot of things at different places, how will it work?”

Addressing an audience of Class 9 and 10, Bhamra said, “Why do you need to take anything from the government? This way of thinking is wrong. Do it yourself.”

Denying the incident, Bhamra said to NDTV that the video is "false, malicious and wrong reporting of an event."

She further said, "I am known to be one of the most vociferous champion of women rights and empowerment. Some mischievous elements against whom stringent action has been taken by WCDC for omissions and commission of wrongdoings, having lost at each forum, have now resorted to such low attempts to malign my reputation.(sic)”
