Ingredients:
- 1 cup of wheat flour
- 1/4 cup of semolina (sooji)
- 1/4 cup of sugar
- 1/2 tsp of fennel seeds (saunf)
- 1/2 tsp of cardamom powder (elaichi)
- 1/2 tsp of baking powder
- 1/4 tsp of salt
- 1/2 cup of water
- Oil for frying

Instructions:
In a mixing bowl, combine wheat flour, semolina, sugar, fennel seeds, cardamom powder, baking powder, and salt. Mix well.
Add water gradually to the dry ingredients and mix to form a smooth batter. Make sure that there are no lumps in the batter.
Heat oil in a deep frying pan on medium heat.
Once the oil is hot, using a tablespoon, drop spoonfuls of batter into the oil. Fry until the gulgule turn golden brown in color.
Remove the fried gulgule from the oil and place them on a paper towel to remove any excess oil.
Repeat the process with the remaining batter.
Then soak all the fried gulgule in sugar syrup.
Serve the gulgule hot with tea or coffee.
